Background of the Study
Environmental regulation enforcement is a critical aspect of sustainable development, particularly in the context of developing countries like Nigeria, where rapid urbanization, industrialization, and agricultural activities are often conducted with little regard for environmental conservation. The 1999 Nigerian Constitution provides a legal framework for environmental protection through provisions that mandate the protection of public health, preservation of ecosystems, and sustainable management of natural resources (Olugbenga & Hassan, 2023). However, despite these constitutional guarantees, the effective enforcement of environmental regulations at the local government level remains a significant challenge due to poor institutional capacity, weak governance structures, and lack of public awareness (Ajibola & Ganiyu, 2024).
In Gusau Local Government Area, Zamfara State, environmental degradation, particularly deforestation, land degradation, and pollution, has become increasingly prevalent, raising concerns about the sustainability of natural resources. Gusau is home to numerous agricultural activities that are largely unsustainable, contributing to soil erosion and water contamination. This study investigates how constitutional law intersects with environmental regulations and examines the extent to which local authorities in Gusau enforce these regulations to prevent environmental degradation. It assesses the roles of local government, state authorities, and the federal government in ensuring effective environmental governance.
1.2 Statement of the Problem
Despite the existence of constitutional provisions that mandate the protection of the environment, environmental regulations in Gusau LGA are poorly enforced, leading to widespread environmental degradation. Local authorities struggle with limited resources, insufficient legal frameworks, and ineffective enforcement mechanisms. As a result, the environmental protection agenda stipulated in the Constitution has not been fully realized. This study aims to evaluate the impact of constitutional law on the enforcement of environmental regulations and identify the factors hindering effective implementation in Gusau LGA.

To assess the role of constitutional law in enforcing environmental regulations in Gusau LGA.
To evaluate the challenges faced by local authorities in enforcing environmental laws in Gusau LGA.
To propose legal and policy reforms that can strengthen environmental enforcement in Gusau LGA.

How can constitutional law be amended to enhance the enforcement of environmental regulations at the local government level?
1.5 Research Hypotheses
H₀: Constitutional law does not significantly enhance the enforcement of environmental regulations in Gusau LGA.
H₁: Institutional weaknesses and lack of public awareness significantly hinder the enforcement of environmental regulations in Gusau LGA.
H₂: Strengthening legal frameworks and improving capacity building will enhance the enforcement of environmental regulations in Gusau LGA.
1.6 Significance of the Study
This study aims to contribute to the debate on environmental governance by highlighting the gaps in constitutional law and regulatory frameworks that hinder effective environmental protection at the local government level. The findings will offer recommendations for improving policy implementation, strengthening local government capacity, and ensuring sustainable management of natural resources.
1.7 Scope and Limitations of the Study
This study is focused on Gusau Local Government Area, Zamfara State, and evaluates the enforcement of environmental regulations at the local level. It does not address national or state-level environmental policies or regulations, nor does it explore issues related to global environmental governance.
